ISOC gives the money to IETF based on recognizing that IETF's rules apply
to its use, not ISOCs.  Then the matter with 2026.  Of course this is why
we keep saying we need to update the IAB's charter too.  I have never found
wording in 2026 that states that RFCs series is an open to all publication
service, rather it is a publication service of the IETF.  This means that
IETF acceptablity applies to publication, which of course can change with
changes in the IETF's 'membership', not the Internet's 'membership'.
